Gov. Heineman Announces $500,000 in Community Development Funding(Lincoln, Neb.) Gov. Dave Heineman announced that two small towns will receive Community Development Block Grant (CDBG) funding totaling $500,000. The towns of Hardy and Chapman will use the grants to repair and update components of their existing water and wastewater systems. “Our goal with these projects is to help some of our smallest communities upgrade aging water systems that are not only key to ensuring the availability of clean water, but also to the future vitality of these towns,” Gov. Heineman said. Hardy will use $250,000 CDBG funding to construct approximately 30,000 linear feet of water transmission main to connect the village to the water system in Superior. Located in Nuckolls County, the community has also applied for $449,000 in loan and grant funding from the U.S. Department of Agriculture (USDA) Rural Development to complete the project. Chapman, located in Merrick County, will use a $250,000 grant to construct a 2.6 acre lagoon for its wastewater system to meet controlled discharge permit limits. Chapman also has applied for $334,400 in loan funding from the Nebraska Department of Environmental Quality (DEQ) to complete the project. Nebraska receives an annual allocation of CDBG funds from the U.S. Department of Housing and Urban Development. Funding requests for this program are administered by the Nebraska Department of Economic Development (DED) and are available to local governments and counties in Nebraska with populations of less than 50,000. The application and grant process is a partnership of DED, the USDA Rural Development, DEQ, and the Nebraska Health and Human Services System.
