CORE
Development Incorporated has successfully improved the standard of
living in a number of Nebraska communities, including Clearwater,
Orchard, Royal, Page, Ewing, and others.
In 1995 CORE was awarded a $350,000 CDBG grant from the Nebraska
Department of Economic Development for housing rehabilitation and
received funding from the Homeownership Opportunity Program (HOP) for
home ownership assistance. In 1996 CORE was awarded two grants for
$200,000 each.
The development corporation also received a $400,000 grant in 1997 and
a $400,000 grant in 1998. A total of $1,550,000 in CDBG funds, combined
with funds from other sources, has brought over $2 million into the
CORE assisted communities for housing development and improvements. An
annual breakdown of these funds can be found below in Table 1 titled
CORE Development Projects 1995-98.

CORE
was created with the intention to help small towns that struggle with
housing stock conditions. The organization's first grant was received
in 1995 with modest public interest. People were skeptical of the new
idea, but as homes were remodeled and community members were assisted
more applications were received. After being awarded a number of grants
and receiving many dollars in funds from other collaborating agencies,
it became obvious that CORE had a substantial impact on both the
recipients of these funds, as well as the local economy with the
creation of additional jobs for contractors and suppliers.
Today, CORE receives over $2,000 per month in payback funds that are
re-invested in the program to initiate each new cycle of housing
rehabilitation. The visual improvements made to houses have motivated
neighboring homeowners to make needed improvements to their own homes,
in turn improving the entire community's standard of living. As a
result of these improvements, potential homebuyers are encouraged to
consider relocating in one of the CORE communities.

The CORE grant writers and administrators include Shirley McNally & Associates and Waggoner Enterprises.
