A Process towards Progress
The Building the Foundations of Workforce Development© is a guidebook by the Nebraska Department of Economic Development that assists Nebraska communities/areas in developing business/education/community partnerships and an organized & planned program of work for workforce development. The process was piloted in 3 of Nebraska's communities/trade areas:

West Point/Cuming County
West Point is a progressive community of 3,400 people within Cuming County. Other communities in Cuming County include Bancroft (pop. 500), Beemer (pop. 740) and Wisner (pop. 1,220). Other participating communities within the trade area include Dodge (pop. 700) and Snyder (pop. 280). With the business leadership and partnership support, this forward-progressing trade area has developed a strategic plan including the following goals: housing, clearinghouse/One-Stop, and education.

Sidney/Cheyenne County
Sidney is a forward-thinking community of 6,100 people withing Cheyenne County. Other communities in Cheyenne County include Dalton (pop. 300), Gurley (pop. 200), Lodgepole (pop. 350), and Potter (pop. 370). This county has great leadership and support of the businesses and the partnership, developing a strategic plan including the following goals: housing; quality of life--education, childcare, and recreation; marketing & promotion; and infrastructure and technology.

Kearney area
Kearney is a larger Nebraska community of 24,400. This partnership was developed to address workforce issues, as developed in their strategic plan: workforce infrastructure--One-Stop, education & training, youth retention, wages and healthcare; quality of life--housing, childcare, transportation, cultural & recreational; and marketing & promotion.
The Department will assist Nebraska communities in this workforce development process.
