Community Development Block Grants (CDBG) Entitlement ProgramĀ 

Eligibility: Lincoln and Omaha Metropolitan areas.

Nature of Program: Provides annual grants on a formula basis to entitled communities to carry out a wide range of community development activities directed toward neighborhood revitalization, economic development, and improvement of community facilities and services.

Benefits: Entitlement cities develop their own programs and funding priorities and consult with local residents before making final decisions. All CDBG activities must benefit low- and moderate-income persons; or aid in the prevention or elimination of slums or blight; or address other community development needs that present a serious and immediate threat to the health or welfare of the community. Some activities that can be carried out with community development properties; provision of public facilities and improvements, such as water and sewer, streets, and neighborhood centers, and assistance to profit-motivated businesses to help with economic development activities.

No less than 70 percent of the funds must be used for activities which benefit low- and moderate-income persons over a period specified by the grantee, but not to exceed 3 years.

Community Facilities Grant Program USDA Rural Development

Eligibility: Grants are available to public entitles such as municipalities, counties, special purpose districts, as well as nonprofit corporations and tribal governments. Must be located in a rural community having a population of 25,000 or less and the median household income of the area must be below $20,241.

Nature of Program: The CF grant program is authorized to disburse grant funds on a graduated basis to assist in the development of essential community facilities. Eligible applicants located in small communities with low populations and low median incomes may receive a higher percentage of grant funds. A graduated scale shall be used to determine the Federal share with higher Federal share for facilities in communities that have low populations and low income levels.

Community Facilities Guaranteed Loans USDA Rural Development

Eligibility: Guarantees available for community facilities in communities up to 20,000 people.

Benefits: Up to 80% guaranteed and in certain circumstances up to 90%.

Nature of Program: Guaranteed loans made by lenders to finance the development of community facilities in rural areas. Community Facilities include: public safety buildings and equipment, health care (medical clinics and assisted living complexes), public service buildings (schools, community buildings and courthouses), public infrastructure, industrial parks, and airports.

Equity: Based on the lender's requirements

Maturities: A maximum of 40 years, or useful life of the security

Interest Rates: Fixed on variable, and negotiable

Fees: A guarantee fee of 1% of the guaranteed portion of the loan

Community Programs Direct Loans USDA Rural Development

Eligibility: Loans are available for community facilities for communities of up to 20,000 people.

Benefits: Loan funds available to entities unable to obtain commercial credit at reasonable rates and terms.

Nature of Program: Loans made by USDA/Rural Development for the development of essential community facilities in rural areas. Community Facilities include: public safety buildings and equipment, health care including medical clinics and assisted living complexes, public service buildings (schools, community buildings and courthouses), public infrastructure, and industrial parks and airports.

Maturities: A maximum of 40 years, or useful life of the security

Interest Rates: Fixed and based upon the median household income of the service area.

Federal Home Loan Bank of Topeka Community Housing Program/Community Development Program

Eligibility: Applicants must be members of the federal Home Loan Bank and must meet the Banks normal credit criteria if requesting an advance.

Objectives: To provide a continuous, favorably priced source of funds to assist Federal Home Loan Bank of Topeka members in their efforts to make loans to rehabilitate, redevelop, and revitalize communities they serve for the benefit of persons below 115 percent of area median income. Priorities are as follows:

Guidelines for participating in the CDP:

  • CDP advances can be used to fund commercial loans to businesses that meet the Small Business Administration's definition of a qualified small-business concern, even if the institution is not using a SBA program to fund the loan.
  • CDP funds must be used for loans to firms or projects that are located in an urban neighborhood, census tract or other area with a median income at or below 100 percent of the area median income (AMI).
  • A CDP advance can be used for loans to businesses in urban areas in which at least half the employees earn less than 100 percent of the AMI or to businesses in rural areas where at least half the employees earn less than 115 percent of the AMI.

Benefits: Source of Match Funding.

Nature of Program: Funding: Unlimited. Special advances priced at 5 basis points over cost. Maturity is up to 30 years. Current rates available contact Community Investment Department. Prepayment fee is equal to present value of cash flow lost to bank due to principal repayment.
