The Nebraska Department of Economic Developments provides assistance to communities for growing their economies:

Business Retention and Expansion
The primary focus of the Business Retention and Expansion (BRE) program is to listen to existing businesses, as they account for more than 70 percent of all new jobs. The benefits of talking to your local businesses helps create jobs, retain industry and improve the business climate. It also helps businesses become more competitive and increases their chances of remaining and expanding in Nebraska.

Local Industry Targeting
The Nebraska Department of Economic Development assists communities and regions through a local industry targeting process to select economic growth targets that make sense for the area.
The process includes sharing targeting methods, discussing why your community/area wants to grow, reviewing economic data, gathering and reviewing community attributes, analyzing data about suggested targets and determining “how well” they fit your attributes, and finally selecting and working through the responsibilities of local targets.
