$1.113 million awarded seven cities to undertake neighborhood revitalization projects

SEPTEMBER 29, 2010 (LINCOLN, NEB.)—The Nebraska Department of Economic Development (DED) has awarded Bellevue, Columbus, Fremont, Grand Island, Kearney, Norfolk and North Platte $1,113,519 in Community Development Block Grant (CDBG) funding to pursue community projects targeting neighborhoods benefitting low- and middle-income residents. These grants, made in the Comprehensive Revitalization (CR) category, are administered by DED from the state’s annual allocation of CDBG funding from the U.S. Department of Housing and Urban Development.

The cities participated in an initial three-year Comprehensive Revitalization effort that began in 2005 with a Comprehensive Needs Assessment and Revitalization Strategy. A recent updated Strategy allowed them to extend their participation for three more years (2009-2011). Each city will provide local funds for the projects.

Following are the individual awards based on 2009 CR formula recommendations: 

Bellevue—$218,264 to go toward repairing and replacing damaged sidewalks or installing new sidewalks in Thompson Park where there currently are none, bringing all into compliance with the American with Disabilities Act (ADA). Columbus—$115,814 to purchase, rehabilitate and resell several homes; conduct lead-based paint testing; and apply toward housing management activities all benefitting at least 51 percent of low- and moderate-income individuals. Fremont—$132,500 to first develop a Fair Housing Choice study, then enact recommended water and sewer improvements in the targeted community revitalization area, benefitting  at least 51 percent of low- and moderate-income individuals. Grand Island—$229,401 to replace five blocks of 4-inch cast iron water main with 8-inch  water main and seven fire hydrants. The City will invest $107,907 to complete the project. Kearney—$141,427 to improve sidewalks and install/handicapped ramps at intersections spanning an area west to east from Avenue C to Avenue N and north to south from 27th Street to Railroad Street. Norfolk—$135,800 to improve streets, alleys and a commercial façade in the downtown district, and conduct a downtown housing feasibility study and Analysis of Impediments to Fair Housing Choice study. North Platte—$140,313 to improve streets and infrastructure along East Fifth Street from Bailey Avenue to Dewey Avenue’s west right-of-way. The City will invest $140,313 to the project.
